In 1982 and 1983, the U.S. Mint did not issue mint sets. Because visitors to the Philadelphia and Denver Mints expect to be able to buy coins as "souvenirs" these sets were issued. They sold well, but with only a limited number of mint visitors buying the sets, within a couple of years the demand greatly out weighed the supply.
